Please let me assure you however that engineers have been working to get this resolved as soon as possible. All stopped VM's have/will be rebooted stagnated however I can see that from the status post you can skip the queue by manually restarting.
There will be a full reason for outage written up.
I'll be sure to catch up with the out of hours engineers in the morning and we'll post an explantion, post investigation.
